It's pretty simple, in the alien creator, just use these settings:

Category: Smooth nose ridged
Skin type: light green of your choosing
Overall pattern: gradient vertical - slightly darker green
base complexion: saurian
Forhead complexion: saowin
nose detail: jem hadar
eyes: slit
ears: ocampa 2
everything else: set to none
in the advanced head scaling options, be sure to widen the nose, and raise the nostrils. Also make the lips a bit more full.
